Regulation and Growth

Speech delivered to Frankfurt Euro-Finance Conference on Wed 2nd Dec 2009

We are now confident enough to say that things are getting better even if the effects of the crisis, particularly on employment, are not yet over.

Keynote Speech at European Pensions Funds Congress

Speech delivered on Wed 2nd Dec 2009

Thank you for inviting me. I am pleased to be here even if Chris Verhaegen had to pursue me all round the Eurofi conference in Gothenburg in order to catch up with me. Persistence is rewarded and I hope I can live up to it.

On the Capital Requirements Directive

Speech by Sharon Bowles MEP delivered to European Parliament on Wed 6th May 2009

The agreed CRD text is a good step forward on core capital, exposures and supervision.

On Copyright Extension

Speech by Sharon Bowles MEP delivered to European Parliament, and Charlie McCreevy, Commissioner for Internal Market and Services on Thu 23rd Apr 2009

Commissioner,

On Disclosure Requirements

Speech by Sharon Bowles MEP delivered to European Parliament on Thu 18th Dec 2008

I am very pleased to reduce the financial reporting burden on SMEs. Smaller companies are not simply downsized versions of large corporations. So some reporting required of large companies is not relevant at all. Other parts create an excessive drain on resources, do not fit the realities of running the huge variety of different smaller companies that we have in Europe and so do not serve the public interest. Unnecessary reporting does more harm than good. Glad to be rid of some, let's keep up the good work

Deposit Guarantee Schemes

Speech by Sharon Bowles MEP delivered to European Parliament on Tue 16th Dec 2008

All the institutions have been ambitious in this project. The Commission has been ambitious in proposing a minimum guarantee of €100,000 and a payout term of 3 days. Council has been ambitious in opting for maximum harmonisation. Parliament has been ambitious to make sure it works for the citizen.

CEIOPS 19th November

Speech by Sharon Bowles MEP delivered to Committee of European Insurance and Occupational Pensions Supervisors on Wed 19th Nov 2008

I am very pleased to be here, though maybe we are not quite in the situation that we expected in terms of Solvency 2 or the general financial situation when I was invited to speak.

Update on Sharon's work in the European Parliament

Speech by Sharon Bowles MEP delivered to Liberal Democrat South Central Regional Conference, 2008 on Sat 25th Oct 2008

It was always going to be a busy period for the ECON committee, but with the current global financial turmoil having truly arrived in Europe, the importance of our work has never been more pressing.

On the Future of Financial Supervision

Speech by Sharon Bowles MEP delivered to European Parliament on Wed 8th Oct 2008

this report is ambitious but also realistic. It analyses the causes of the financial turmoil and proposes future changes. Many of these changes, as others have said, would have been suggested without the present situation, because there was already a view that the Lamfalussy process had not progressed as far as it could or should have done.

On Hedge funds and private equity

Speech by Sharon Bowles MEP, rapporteur for the opinion of the Economic and Monetary Affairs Committee delivered to European Parliament on Mon 22nd Sep 2008

Mr President, I would say to the Commissioner that, in the current turmoil, the interconnection between all institutions is plain to see. It is equally plain and logical that regulation has to be targeted at function and not at entities. It would be wrong if one private company had to abide by different rules from others just because it was owned by private equity.

Support Safe Standing!

Speech by Sharon Bowles MEP delivered to Liberal Democrat Autumn Federal Conference, Bournemouth 2008 on Sun 14th Sep 2008

As an MEP I've been involved with football rather more than I expected. Usually its been dealing with competition and copyright law for media rights. These have been big issues because everyone wants to watch their favourite sport.

Coordinated strategy to improve the fight against fiscal fraud

Speech by Sharon Bowles MEP, rapporteur delivered to European Parliament on Mon 1st Sep 2008

May I first take this opportunity to thank colleagues for their input, especially on one or two topics where we still have differences of opinion. I think we have more in common than divides us and that we can reach a satisfactory outcome by not straying too far from the core subject.

On Financial Services Policy 2005-2010

Speech by Sharon Bowles MEP delivered to European Parliament on Thu 10th Jul 2008

I have three words of caution, or three points, on our report. Firstly, where I have disagreed most in this report is in the fashion zone, where it is de rigueur to criticise private equity and, even more so, hedge funds. It can be good to look at things, analyse and discuss, but it is then wrong to prejudge what is needed as the outcome just in order to be fashionable.

On the Collective Selling of Television Rights for sport

Speech by Sharon Bowles MEP delivered to European Parliament on Thu 8th May 2008

In sport we must not let good intentions bring unintended consequences. Economic competition rules cannot always apply. Collective selling of television rights is the financial lifeline for many clubs that would otherwise be squeezed out by the famous. In a utopian world we could watch everything and never pay, but in the real world that would result in little of quality being left to watch.

On International Financial Reporting Standards

Speech by Sharon Bowles MEP delivered to European Parliament on Thu 24th Apr 2008

International Financial Reporting Standards (IFRSs) are being adapted by more and more countries, so their value and importance is growing.

The European Interest: succeeding in the age of globalisation

Speech by Sharon Bowles MEP delivered to European Parliament on Wed 14th Nov 2007

Globalisation is blamed for everything, from population explosion to climate change to exploitation. But these are just products of mankind; so is competition. Darwin called it natural selection.

On international accounting standards

Speech by Sharon Bowles MEP delivered to European Parliament on Mon 12th Nov 2007

Adoption of the IFRS 8 standard will enable our companies to use the standard for the current financial year and put an end to uncertainty.

Improving the efficiency of the enforcement of judgments in the EU: attachment of bank accounts

Speech by Sharon Bowles MEP, Draftsman of the opinion of the Committee on Economic and Monetary Affairs delivered to European Parliament on Wed 24th Oct 2007

I welcome the Green Paper and look forward to an early follow-up on more concrete proposals.

On the European Statistical Governance Advisory Board

Speech by Sharon Bowles MEP, rapporteur delivered to European Parliament on Mon 22nd Oct 2007

This decision concerns the setting up of the European Statistical Governance Advisory Board. Statistics are used by Member States, by the EU, internationally and by many other stakeholders for a variety of purposes. They are used, for example, by the European Central Bank, for economic analysis; the Commission, through Eurostat, produces statistics that are compiled from data produced by Member States.

On the European private company statute (September 2007)

Speech by Sharon Bowles MEP delivered to European Parliament on Tue 4th Sep 2007

When I last spoke on this issue in February, I drew to the Commissioner's attention the fact that I did not like all the recommendations in Parliament's report, such as the size of the capital, because I felt that would make any statute along those lines discriminatory in favour of larger companies. Therefore, I welcome the fact that in the Commissioner's latest consultation, he is urging responses by SMEs.
